Ahmet Öcal, 1962 yılında, Isparta'da doğmuştur. Ressam, şair ve kalp damar cerrahi uzmanıdır. Sanatçı 1989 yılından bu yana aktif olarak resimle uğraşmaktadır. Toplam 17 kişisel ve 12 karma olmak üzere 29 sergi açmıştır ve iki önemli sanat fuarında eserlerini sergilemiştir. Açmış olduğu kişisel sergilerin 3 tanesi, satış gelirlerinin tamamen bağışlamış olduğu özel sergilerdir. İstanbul'da çalışmarına devam etmektedir. Çalışmalarında insanın, insani öğelerden uzaklaşması ve doğaya karşı yabancılaşmasından dolayı figürleri parçalamış ve boşlukta serbest salınan parçalara ayırmıştır. Figüratif ağırlıklı temalarda genel olarak, insanın mutlak yalnızlığı ve kederi, derin varoluş acısı olarak öne çıkmıştır. Sanatçının eserleri yurt içi ve yurt dışı koleksiyonlarda bulunmaktadır. 1990'lı yılların başında İstanbul Çengelköy’de atölyesi olan sanatçı Maltepe Sanat Galerisinin kurucularındandır. Sancaktepe Şehit Prof. Dr. İlhan Varank Eğitim ve Araştırma Hastanesi'nde Doktor olarak görev yapmaktadır. Sanatçı dünyada ilk olarak kendi geliştirdiği bir teknikle röntgen (x-ray) filmlerini tuval olarak kullanmıştır.
